[Lnc-business] Call for motions - deadline for meeting previous notice qualification

Our Policy Manual specifies that in order for a motion to be considered new
business that is previously submitted, the mover must meet the qualification
by "transmitting this intention by an e-mail to the entire LNC at least 21
days prior to the session with the full text of the motion to be submitted"

 

Please note that any such motion submitted after Sunday June 24th will be
deemed to not comply with the Policy Manual, and will not be considered "New
Business - Previously Submitted".

 

This should not be construed to mean that motions after this date are
somehow out of order - they are not.  They do, however, according to our
standard agenda, mean that they will get a lower / later priority on the
agenda, and therefore will be more likely to be not addressed should we run
out of time.

 

Please post your motions to the LNC-Business list.  Please make any comments
you feel inclined to offer on the LNC-Discuss.  A second is not required to
be placed on the agenda, but will be required when the motion is presented
in the meeting.  I will respect any members wish to withdraw a motion up
until I prepare the agenda, which I hope to have completed seven days before
the meeting.  I will also respect any members wish to replace their motion
with another, but will not respect any process of "amendment" by anyone
other than the maker.  Changes are subject to the deadline, and once the
deadline has passed, a motion must remain or be removed.

 

If the deadline has passed, I will gladly let members submit motions in
advance, but they will be placed on the agenda under the "new business
without previous notice" section.

 

I intend to attempt to place the items on the agenda in the order of which
they are received.  If a motion is resubmitted, the order will be based upon
the resubmission date, not the original date.

 

I also will state that I think it is in order for the maker of the motion to
speak (briefly) to his motion in order to state the intent.  Please keep it
short.  

 

To be clear, I will prepare the preliminary agenda as specified in the
Policy Manual, present it to the LNC, and the LNC during the meeting must
approve.  You are free to move to rearrange the preliminary agenda at the
LNC meeting, during the "adoption of agenda" portion of the business, or
after the approval of the agenda, by suspending the rules.  I will not
entertain requests to rearrange the agenda prior to the meeting.

 

If anyone thinks I'm acting improperly, please fix the policy manual to
specify the process more completely, because it's sketchy as to these
mechanics, and I'm trying to fill in the gaps.
