My apologies:

 

Personal circumstances have kept me away from sufficient attention to my
duties related to the upcoming meeting.

 

The agenda is in process, but is not yet complete.  I will send it out
shortly.

 

Please also take note that I intend to bring an additional agenda to DC
intended to replace the proposed agenda as dictated by the Policy Manual.

 

The primary deliverable we must come out of this meeting with is the 2013
budget.  As such, I do not want to defer budget item consideration because
the Policy Manual specifies the regional reports are to be handled first.  I
think we owe it to our members to prioritize our meeting towards this end.
Therefore, I want to address all items with budget implications before
status reports.  

 

I ask for your assistance by providing me with budget considerations.  I do
not need budget numbers.  I would like to know if there are things you feel
we need to address that will cost money.  This is especially targeted
towards any and all committee chairs.
