Geoff,
 
One correction on the matter of the SLA.  I believe that what happened  is 
that the LSLA's Executive Board decided that it did not have the authority 
to  accept this document on behalf of the entire LSLA.  I'd suggest that the  
LNC approach the LSLA Chair to have the SLA put on the agenda for the next 
LSLA  meeting to be voted on by the State Chairs.
