Hi Vicki,

 The bylaws set a high standard for adopting public policy resolutions:

Article 8.12:  "The National Committee may adopt public policy resolutions
by a ¾ vote with previous notice or by unanimous consent without previous
notice."

Since this has no previous notice, it requires unanimous consent.
