[Lnc-business] MOTION - Re: Email ballot 2013-16: Audit proposal re contracts

	I make the following motion:

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
MOVED to amend the Audit Committee's recommendation for section 2.04.3 of the Policy Manual as follows:

• Strike the line  "The Chair shall approve any contract in excess of $7,500" and replace it with "No contract in excess of $7,500 shall be approved without first being reviewed and consented to by the Chair or the LNC."

• Strike the line "Each contract for director-level employment must be circulated to the LNC on a strictly confidential basis after it has been reviewed by Counsel and the EPCC" and replace it with "Each contract for director-level employment must be provided to the LNC for review prior to approval, and LNC members shall keep these documents confidential when this is recommended by legal counsel."

	I propose the first change listed above because the current language *requires* the chair to approve any contract for more than $7,500, which is clearly not the intent!

	I propose the second change listed above because the current language does not make it clear that the contracts must be provided to the LNC for review before they are approved, and because it mandates secrecy even in cases where legal counsel does not consider it necessary.
