"CREATING A BLANK.  A blank to be filled can be created in one of three ways:

a) A member can offer a motion or amendment containing a blank: for example, 'Resolved, That Lodge No. 432 build a new headquarters at a cost not to exceed _______'; or an amendment to a main motion can propose 'to add "Provided that estimates be received on or before _______."' " RONR (11th ed.), pp. 163 ll. 5-13

"When a blank exists or has been created, any number of members can suggest, without a second, a different name, place, number, date, or amount filling it.  No member can suggest more than one proposal for filling in the blank, except when the blank can be filled with more than one name, as may happen, for example, in a motion to appoint members of a committee." RONR (11th ed.), pp. 164 ll. 13-19

"FILLING IN A BLANK WITH AMOUNTS OF MONEY
Sometimes the particular nature of the blank determines the order in which proposals filling it should be put to a vote.  Typical instances of this kind are blanks to be filled in with amounts of money.  In such cases it is advisable, whenever a logical order is apparent, to arrange the proposed entries so that the one least likely to be acceptable will be voted on first, and so on.  New supporters may then be gained with each succeeding vote until a majority in favor of one entry is reached." RONR (11th ed.), pp. 165 ll. 14-22
