[Lnc-business] updated Policy Manual

Attached is an updated Policy Manual.  Staff please post the update to the
website, and also use this version in the binders for the upcoming meeting.

I put out an August 1 revision when the new membership policies went into
effect, but I forgot at the same time to add the new International
Representative section we adopted in July.

When I issue revisions, I change the date in the header to reflect the date
of the last change adopted.  Since the International Representative change
was adopted prior to the August 1 date of the last issued revision, I'm
just calling this one August 1 (v2).

And since I caught it before someone else brought it to my attention, no
points will be awarded.  :-)
