[Lnc-business] Reports for upcoming meeting

Dear colleagues:
I hope all is well with you. In a separate message I shall send
you Word files containing my Region 5, campus organizing, and
International Representative reports. I hope you find them interesting
and helpful. I shall also send a copy of the final Employee Policy and
Compensation Committee (EPCC) report from the previous LNC term (see
comments below). I have already sent a copy of this report to Mr. Sarwark.
The proposed agenda for the upcoming meeting assigns five minutes
each to reports from the Awards Committee and the EPCC. I had the honor
of serving as chair of both committees during the previous LNC term.
Section 1.03.2 of the LNC Policy Manual reads as follows:
2) Committee Terms of Office
The terms of office of all project managers, committee chairs, and
committee members shall expire with the administration that appoints
them, or when their successors are
chosen, whichever occurs first. (28)
(Footnote 28 reads as follows: In the absence of this rule, standing
committees end when the officers change and special committees end when
the task is completed (RONR p. 502).)
Since Geoff Neale appointed the members of the EPCC (Mark Hinkle,
Jim Lark, and Bill Redpath), I believe that the committee is currently
unpopulated. The previous LNC elected the members of the Awards
Committee (Michael Cloud, Kevin Knedler, Jim Lark, and Bill Redpath). I
am inclined to interpret Section 1.03.2 as implying that the terms of
the Awards Committee members expired as of the end of the 2012-2014 LNC
term. However, since one may reasonably believe the LNC did not expire
when the 2014-2016 term began, I believe one may reasonably contend that
Mr. Cloud, Mr. Knedler, Mr. Redpath, and I are the committee members
until the LNC elects different members.
In any event, I have not prepared written reports for the Awards
Committee or the EPCC. I am pleased to note that the Awards Committee
completed its tasks for the 2012-2014 term; similarly, the EPCC
completed its major task for the 2012-2014 term (preparation of a
revised Employee Manual). Once the EPCC is populated again, the
committee should work on the following tasks:
* A "whistleblower" protection policy
* A document retention/destruction policy
In addition, it may be helpful for the EPCC to engage an attorney with
expertise in employment law in the Commonwealth of Virginia to review
the Employee Manual. The EPCC provided the manual to LNC general
counsel Gary Sinawski for review. I made inquiries to find an attorney
with the aforementioned expertise in Virginia law who would review the
manual at a reasonable cost. So far I have not found such an attorney.
