[Lnc-business] heading over budget for LP News

Upcoming financials will show we're headed over budget on LP News for 2014.

The biggest reason is that the December 2013 issue shipped so late, it's 
expenses ended up on the January 2014 financial results, instead of 2013.

Each issue has been running about $8,500 although we only budgeted about 
$8,000 per issue. We budgeted for 6 issues this year, but with the 
December 2013 issue falling on this year, we'll hit 7 issues if we get 
the December one out on time this year. These numbers are not exact, but 
pretty close.

I recommend increasing the 2014 budget for LP News by $11,500. That's 
$8,500 for the extra issue, plus 6x$500 for each issue.

Before anyone might send a motion for that, I thought you all could 
discuss it amongst yourselves in case people are opposed or want to do 
something else.

A few alternatives to consider:
1. Increase the 2014 budget for LP News by $11,500
2. Ship the December 2014 issue of LP News late so it shows up on the 
2015 budget.
3. Don't send a December 2014 issue of LP News (we expect complete 
election coverage in the issue).
