[Lnc-business] 2015 budget material

Chairman Sarwark asked me to forward this early working draft budget 
preparation material to the LNC. The LNC-EC has not yet met to discuss 
and prepare their proposed budget to the LNC, but will probably do that 
within the next several days as they work on deciding an appropriate 
date and time for that.
