I vote Yes.
If the LNC wishes in the future to take a pass on making a decision by kicking an issue upstairs to the Executive Committee even when there is no need for immediate or urgent action, it will easily be able to do so by creating an exception to this Policy Manual provision. While I don't think that would be a good idea, adopting this motion will not increase the number of votes needed to accomplish such a dereliction of responsibility.
