I think it's a good thing that donors can earmark donations to be used for
the "building" and related expenses.  I'd like to see a system where donors
have a wide variety of choices - separate donation buttons for candidate
training, affiliate support, ballot access, and so on, with the LNC unable
to move money from one use to another.  In addition, individual projects
could be included as well - these should probably be in the form of pledges
rather than actual donations, or else offer a choice of a pledge
(conditional on the project being fully funded) or a straight donation
which becomes unearmarked if the project is not funded by a specific date.
