The Chair is correct.

"The convention asked to pursue forming an International Association of
Libertarian Parties. Frankly, I don't know that member funds should be
used at all to create a separate organization as opposed to spending on our
own organization. The delegates didn't approve this policy. They voted
for an idea. They said nothing about spending money.
But if money is to be spent for something that is outside of our normal
scope, the LNC should have to specifically approve the expenditure. Not
just a budget category with a big, round number in it to be used as someone
else chooses. Not off-budget things that the LNC may not even know about
and hasn't approved. A specific request to spend $X in an itemized way.
We should probably inquire with Paula Edwards whether or not there are any
FEC restrictions about our spending for international political purposes
rather than for political activity in the U.S.
Tim, could you inquire about that before our meeting?
Alicia"
If I am sitting at the table during the discussion of the motion that the
Secretary proposed in that e-mail, I will probably vote in favor of it.
Our budget meeting is coming up in just 3 months. The point of my e-mail
below was to remind the Board
that charity starts at home.

_____
I believe it was an inquiry made by the Secretary in relation to her motion
to modify that section of the policy manual.

Mr Treasurer,
Why are we looking at how to spend money internationally?

Which of these two choices do you think will better help the LP achieve its
unofficial Mission Statement of electing more Libertarians to public office
in the United States?
A. Spending money for international political activities
B. Spending money to help the LP of the United States achieve 40 state
ballot access on Dec 1, 2016?
Scott Lieberman
"I asked Ms Edwards about FEC restrictions about spending federal funds for
international political activities. She will need to check, but at first
glance, we probably can spend federal money on international activity. Of
course, the LNC cannot accept contributions from foreign nationals. Ms.
Edwards brought up the possibility of setting up a separate entity for
international activities that can accept non-federal funds. However, the LNC
and its directors are restricted from soliciting non-federal funds.
Tim Hagan"
