Hello Nick . . .
An idea for your first full LNC meeting as Chair. This is a suggestion I provided to Geoff, which he thought was good, but did nothing with. Basically, the suggestion addresses the problem of Reports, which usually consume an inordinate amount of time, leaving more important stuff begging for appropriate consideration.
Suggested Rules of Procedure:
1> While a Report is being given, there shall be no questions asked nor motions made until the "reporter" has completed the report. Only upon completion of the report, and agenda allotment of time allows, will questions be taken. (Listeners should make notes concerning the items which need attention).
2> Motions dealing with the topics covered by the report shall only be made during the "New Business" portion of the meeting agenda. (An exception would be any motion required to officially accept the report.)
Note:
· The two rules are independent of each other.
· Deferring the making of motions to “New Business” means that the resulting motions:
o Can be reasonably well thought out before being made,
o Can be submitted to the Secretary in writing,
o Copies can usually be distributed to members before the motion is actually made,
o Makers of the motion can line up seconds and support prior to making the motion,
o An awful lot of time will be saved, which can then be,
o Devoted to the matters which truly deserve significant attention.
This is the way I ran LPCO meetings in 2004 & 2005. We had reports for 50 minutes, a 15 minute break, and then considered old and new business until everyone wanted to go home.

Here's some pertinent details:
LNC encumbered 25K for the New York petition drive, but LPNY actually used only $18,000 of it on petitioning, leaving 7K of national funds unspent. In addition, LPNY contributed $18,500 of its own funds and also obtained over 14,000 volunteer signatures for a total of over
30,000 sigs (29,000 of which counted for the statewide slate).
Gigi Bowman is the candidate for the 5th Senate District in New York which covers portions of the north shore of Nassau and Suffolk Counties on Long Island. Every one of the 5200 signatures Gigi collected also counted towards the New York statewide slate.
Gigi is a high-profile candidate for a local office, obtaining publicity in several fora including Change.org, IPR, various Long Island newspapers and internet sites and on social media.
LPNY's counsel Gary Donoyan has agreed to represent Gigi in the State court proceeding filed by the incumbent Republican state senator to invalidate all of her signatures for a fixed fee of only $2000. LPNY will cover any incidental expenses Gary incurs beyond the 2K. As you can see from the attachment, Gary has moved to dismiss the proceeding on various jurisdictional grounds or, in the alternative, to transfer the venue to Albany County which we believe will be more favorable than Nassau County. (Counsel for State Senator Marcellino is the former Nassau County attorney.)
