Nay!

There is one compelling reason to vote in favor of this, and two to vote against.

FOR: Given that many nations other than the United States have proportional representation and are considerably less “two party” oriented than is the US, the Libertarian movement could see some dramatic success in nations other than the US. It is in liberty’s best interest to pursue this objective over the long haul.

AGAINST: In this charter, there is no manifesto which requires (eg) 3/4ths of all members to change. This needs to be the very first thing to appear in a charter and or subsequent by-laws. Definition of purpose and scope of the organization is an imperative. There is an attempt at this in the current charter, but it is rather fuzzy.

AGAINST: In the rush (by the end of the month?) to get this implemented, it is quite likely to produce a flawed organization which is similar to the UN in a significant aspect:

The organization becomes totally useless and its main function in life becomes precluding its replacement by another organization which could actually produce significant benefits.

Thus, the vote against this proposal at the current time.
