[Lnc-business] February LNC Meeting

I would advocate Phoenix over New Orleans.

* PHX is easy and generally cheap to fly into
* Phoenix itself is easy to get around
* Car rentals tend to be super cheap in Phoenix
* The city is specifically setup for business conferences
* We have two potential sites to visit there
* While it's not entirely west coast, it does address that imbalance to
other members (a little at least)
