I can understand how a state with the population of Wyoming would have
trouble finding enough Libertarians to sustain a viable political party.

However, if the National LP required its affiliates to concentrate on
electing Libertarians to public office, I wonder if our smaller affiliates
would still have trouble staying in business. If Wyoming had at least one
elected Libertarian in most of its 23 counties, then libertarians in the
state would see that the LP means business when it comes to moving public
policy in a libertarian direction by electing Libertarians to public office.

Wyoming does have non-partisan special districts, many of which can be won
with dozens or hundreds of votes.
