[Lnc-business] Court rules that Tennessee has to make it a little bit easier to stay on the ballot

This is one of those rare victories in which a court rules that a vote test
for ballot-access retention is too severe:

Of course, having to get 5% for President or Governor is still extremely
difficult, but this court ruling helps a little bit.
