[Lnc-business] new Region 7 Representative

Region 7 has notified me that Kevin Ludlow of Texas has been selected as
their new regional representative, filling the vacancy left by Jay
Estrada's resignation.  Daniel Hayes of Louisiana remains their regional
alternate.

I've added Kevin to this email list, sent him information about our
Alexandria meeting, and sent him a copy of the current Policy Manual.
