[Lnc-business] Email Ballot 2015-02: Approve IALP Charter

When I send notice of an email ballot, I keep it limited to the technical
details, but I want to draw your attention to some notes about this motion
as compared with what was previously distributed:
1 - "Association" has been changed to "Alliance"
2 - Nick asked me to add the final clause designating Mr. Neale as the
representative
3 - Nick, I made an editorial change to replace the word "ratifies" with
"approves". Because we operate under RONR, "ratify" has a very specific
meaning, and it means that there was some previous action that was taken,
but it wasn't valid at the time and can't become valid until we "ratify"
it. Since we're not actually retroactively approving a previous action, I
thought "approves" would be more technically correct here. It's your
motion though, so if you're not okay with this change, we'll put it back
the way it was before.
