[Lnc-business] advance wording of v2 of the Oklahoma motion

And this is why it is a REALLY bad idea for any LNC Chair to initiate an
e-mail ballot all by themselves.

For some reason I can't find the section in the Bylaws or Policy Manual that
describes the sponsoring methodology for mail ballots.

However - most of you know that anyone other than the Chair needs 3
co-sponsors to start an e-mail ballot.

If this section is in the Policy Manual, I suggest we amend it at our next
in-person meeting to remove the ability of the Chair to sponsor e-mail
ballots on their own. This is not a knock against the present Chair -
several past Chairs have also floated e-mail ballots that would have
benefitted from being perfected by the body, or at least 3 other sets of
eyes, before being voted on.

Note - perfected is not my term - that is the term used in Robert's Rules.

Subject: [Lnc-business] advance wording of v2 of the Oklahoma motion

Since there has been quite a bit of chatter on this motion, I'll give you at
least a little heads up. Below is the wording of the second version that
has been submitted. Unless a delay is requested by the Chair, I'll send it
out before midnight tonight (Pacific) to get it started, but in case you
need to ask the maker for any additional tweaks, you'll have a little window
of time to do so before I launch it:

Increase the Ballot Access Expense line item by $65,000, from $57,500to
$122,500, contingent on the LNC receiving cash receipts, that areearmarked
for a 2015 Libertarian Party of Oklahoma petition drive, ofat least $60,000,
and cash receipts (net of associated fundraising costs) of at least $55,000.
