A majority of the fixed membership, on a body that has a fixed membership
(such as a permanent board) is a majority of the total number of positions
in that body.  When there are no vacancies, this is the same as a majority
of the entire membership; if there are vacancies, then a majority of the
fixed membership is a higher vote threshold.  (See p. 403, footnote.)

In our case, this might vary term to term due to regional alignments, but
if, for instance, we have 8 regions, then the LNC is 17 positions (9
officers and at-large positions).  Ordinarily, a majority of the entire
membership is 9, as is a majority of the fixed membership.  If, though, 2
at-large positions were to be vacant, then a majority of the entire
membership would be 8 (more than half of 15) but a majority of the fixed
membership would remain 9.  Thus, majority of the fixed membership is a
stable number of votes over the course of a term.

While I sympathize with the idea, wherever possible, of being able to read
the Policy Manual in isolation, I think reference to higher-order rules,
and in particular the rules of order in our parliamentary authority, is
unavoidable.
