[Lnc-business] ballot access info that will help Texas in 2018

Kevin Ludlow, please see the note below and the attached. It may help 
you with Texas ballot access in 2018. I'm sending it now so you can file 
it away for later in case I'm not around to send it later (I hope to be, 
but you never know--people get fired, quit, etc., all the time in this 
LP business).  I prepared it for Ohio recently, but it's really 90% 
based on 2004 Texas guides and motivational emails.

Not every rule and technique is 100% accurate in there. You learn things 
as you go.

The whole drive cost about $140,000 if I remember correctly. The LNC 
contributed $40,000 to the 2004 LP Texas petition drive. The LP Texas 
raised the rest on its own. You can probably find my thoughts on that in 
the attached.

Hi Aaron,

I'm copying the LNC's Ballot Access Committee on this response. Also Bob 
Johnston.

Petitioning rules vary drastically by state. Also the treatment of 
petitioning in general varies significantly by state, so it's hard to 
write up a guide that works everywhere. For example, some states allow 
petitioning in more places than others.

Basic steps:
1. Get the rules right and figure out how to fill out the forms correctly.
2. Urge volunteers to collect signatures. Those that promise to collect 
but never do it will make good donors.
3. Raise a bunch of funds to paid professional petitioners.
4. Most volunteers will over promise, and under deliver.
5. Raise more funds. Pay more professionals.
6. Send frequent newsletters about the progress, and include links to 
donate.

I wrote some newsletters while serving as the volunteer coordinator 10 
years ago for the LP Texas. Those, some instructions I created, and 
everything else is attached in one PDF. You can't use it exactly, but 
might get some good ideas there.
