Issue:  Moving Expenses


Recommend that the EPCC craft policy that moving expenses be included
in employment contract with a cap and a requirement for chair-approval
for the expenses - unanimous support


recommend that the LNC ratify the moving expenses - majority


Issues:  Payroll Allocation & Timesheets


proposed rec:  We recommend that the Treasurer be required to sign off
on the bi-weekly employee-prepared

timesheets, certifying that the time is allocated to the budgeted
activities prior to the issuance

of each payroll. - not supported by EC


proposed rec:  We recommend that the Audit Committee spot check these
approved time sheets to ensure that staff and the Treasurer understand
the policy and are faithfully executing it. - moot if prior rec not
supported


proposed rec:  We recommend that the Treasurer review each month the
calculation for allocating payroll and overhead, and certify that the
allocation figures reconcile to the time sheets, and that the payroll
and overhead figures reconcile to the financial statements. - majority
supported


proposed rec:  We recommend that the Audit Committee spot check these
monthly calculations to ensure that staff and the Treasurer understand
the policy and are faithfully executing it on a rational basis. 3 in
favor, 4 against supporting this


proposed rec:  We recommend that the Chair monitor staff on a regular
basis for adherence to written policies and consider taking
disciplinary actions, up to and including termination, for violations
that result in payments inappropriately being made to employees
unsupported by written policies. - not support from EC


proposed rec:  We recommend that the Employment Policy and
Compensation Committee review the vacation and sick time policies to
determine whether they are in line with industry standards and report
back at the next LNC meeting. - no objection


proposed recommendation:  That the LNC decide whether the capital
equipment leases >$2000 not being approved by the LNC is a bylaw
violation and whether such future contracts are expected to be
approved by the LNC per the bylaws. - unanimous support


FEC Issue

Since the Treasurer is willing to take action on his own, no further
recommendation from the EC.
