[Lnc-business] Seeking cosponsors - increase branding budget lines

Motion:  Increase budget line 26 - Brand Development Revenues and line 55 -
Brand Development Expenses from $100,000 to $250,000.

We're obviously in a time when items will move.  We might see a dip when
the campaign distributes its items to state coordinators, but we'll still
be moving a lof of things.  The proposed budget change is self-offsetting.
Sure, given enough latitude, staff could, I guess, decide to fill the
office up with items no one will buy and not see the corresponding revenue
increase, but that seems unlikely, has no historical precedent, and would
be easily dealt with.  If revenues fall short, it's likely expenses will
also.  My hope is that doing this in larger chunks will give some latitude
to improve quantity discounts on the purchasing side (but that may not be
the case) and also keep it from coming back to us.

I'm new to the actual introduction of an email ballot, so feel free to
scream if I'm being crazy.
