As indicated before,  I have looked into the remote possibility of doing a cruise convention in 2018.   Below is the response I received from Carnival Cruise,  and I pass on just for their information and pondering.Roland Riemers ND----------------------------------------------------------------------------------------------------------------------------------------------Good morning Roland,

Yes,  you are correct.  I did mean "ship as a hotel" not the other way around.  
 I apologize if there was any confusion. 

Carnival is happy to accommodate  large groups of up to 50% of the stateroom capacity of 
the ship.    Our vessels currently serving the short market (3-5 days)  would be able to 
accommodate a  large group of  500 -650 rooms/ 1,000- 1350 guests depending on the ship.  
 For groups over 50% of the vessel,  we do require a full ship charter. 

Meeting space is complimentary and confirmed around the normal activities and use of the 
ship.   A full day in the main showroom (if you need space for 1,000 attendees) may  be 
challenging for us,  as we have activities and shows in that lounge throughout the day 
for guests.     The second largest lounge space on the ship seats approximately 400-450.  
  Of course, a full ship charter would alleviate meeting space issues as you would have 
full reign of the activities, schedules and lounge space on board. 

Full Ship Charters require an irrevocable bank letter of credit at the time of contract 
for the full amount of the cruise, including all taxes & gratuities.  This is completely 
non-refundable once a contract has been signed.  In addition,  we require a guarantee of 
Onboard Revenue in order to assure that the sailing would meet normal revenue  for the 
charter.    This is somewhat similar to F & B minimums that hotels would require.

All of our ships visit international ports as required by law.  (The Jones Act).   

Is there a travel agency that handles your reservations and planning or do you have your 
own event team that will handle all of that?
