[Lnc-business] LNC Region Map

The way I see it, the bylaws create a formula in which there can be up to a
theoretical 10 at-large reps, but the formula also allows for the
possibility of fewer.  It would be highly unusual for each of 10 regions to
have exactly 10% of the membership.  If regions each accumulated 19.99% of
the membership, and maybe one straggler state was outside a region, we
could have as few as 5 region reps.

There are usually 9 because the states tend to stop adding to their region
once they cross the magic 10% number.  This time, the distribution was
lumpier and we only had 8 regions.  I don't see that as a problem.  It's
just how the formula works.  Sometimes an extra lump in a region becomes
large enough that the region gets 2 reps instead of one, but there are
zones in between those 10% increments.
