[Lnc-business] Open delegate seats

Sam,
In ND we are allowed 5 delegates, but expect only a couple of us will show up.  So, they should just go and chances are there will be lots of delegate slots open in various states.
I do not recall how they handled this in the past,  but it seems like we should have a bulletin board or a table set up with states looking for delegates and delegates looking for states.   
Or, they could just look for a lot of empty seats on the floor and talk to the responsible chairman of that delegation.
