Attached is the current Policy Manual, updated to reflect the two changes
adopted in the 5/26/16 LNC meeting just prior to the convention.
Staff please post to the website when you get a chance to do so.
In that 5/26/16 meeting, I indicated that I would propose adding an endnote
for the newly added Section 2.03.18 to serve as a cross-reference to the
related bylaw. I have added this endnote #46 in the attached version.
The Secretary is authorized to propose various types of changes, including
endnotes and formatting chagnes, by Section 1.01.4. I propose them. The
proposed change is auto-adopted if the LNC does not veto the change with a
majority vote before either thirty days or the close of the next LNC
meeting, whichever is sooner. Thirty days from today will be July 8.
I have made various other formatting changes throughout the document, which
has allowed me to fit the same content into 5 fewer pages. I moved the
date last updated and the page number out of the header and into the footer
where people more naturally look for a page number. That saved a little
space on each page. I've adjusted margins, white space, etc. in many
places.
There is an extensive set of endnotes in our policy manual. Many of them
come from Section 1, which is the set of special rules of order. Special
rules of order are things that override default provisions in Robert's
Rules. Section 1 endnotes are important to tell you what the default rule
would be in absence of that policy, and they give you the page number in
Robert's Rules to go read it for yourself. Any referenced endnotes should
be double-checked before proposing deleting/amending policies.
The footnote #46 I added reminds us that the new policy does not exist in a
vacuum. Editing the dollar figure in that policy wouldn't have much effect
because the cross-referenced bylaw would still apply. There was a vote
last term on whether the bylaw in question applies to capital leases of
office equipment, and the LNC voted that it does. That's why the policy
was added to document the LNC's opinion.
