[Lnc-business] Committee Transparency (starting over)

Money isn't the only concern.  A big one, but default transparency IMHO
should not be an issue on any committee.  From what I understand M Carling
asked for something similar with Bylaws and PlatComm and I agree with him.

That isn't a derail, it speaks to the actual item proposed.
