[Lnc-business] Amended Gun Rights/Watch List Resolution - seeking co-sponsors

I want to be clear that I still support either and there are sufficient
co-sponsors for both.  I have not withdrawn my support for the first option
but merely extended support for the second.

I asked Alicia for guidance here.  My preference would be an A-B vote.
Since there is support for both, I think we should be able to choose one,
both, or neither.
