[Lnc-business] LP Puerto Rico motion

In general, I'm supportive.  A few thoughts:

"Shall" is a confusing word.  It generally expresses something mandatory,
which is what differentiates it from "may."  Sometimes, it's less clear,
though.  For example:

Every citizen shall, upon viewing a murder, call the police.

Am I in violation if I never see a murder?  Of course not, the shall only
kicks in when the hypotheses is met.

The bylaws say that the LNC shall charter as affiliates any qualifying
organization requesting such status.  If no such organization requests such
status, do we need to go looking for one, or calling upon them to request
it?  I think not, unless the rule above means I need to go find a murder.

However, there's also nothing wrong with doing so.

 I am concerned about the instructions to the Bylaws Committee, though.  We
can ask our appointees to consider something; we can even select appointees
on the basis of their inclination to do it.  I don't think the latter is a
good idea, but we could do it.  Can we make the committee create and
support an amendment, though?  How will it work?  If the committee votes
against it, what will we do against it?  What if the committee votes in
favor, but puts it last in the report?

I think I could support this more easily if the committee were simply
directed to consider the idea.
