correction to you though, you did a reverse number, it is 7.11 not 11.7.
And I would like to sharply disagree with another point. If we are going
to talk about Convention, it was represented to the delegates that Governor
Weld changed his mind on his prior gun policy (and some delegates extracted
an oath from him) and the issue of "terrorist watch lists" was not known as
far as I am aware. I am fine with the high burden, seems like a wise
anticipatory move.
