[Lnc-business] September meeting, prior to asking for co-requestors

Just checking to make sure that this electronic meeting wouldn't trigger
the following from the policy manual. I don't think it does, but I want
to be sure we have adequate time to create the ballot access committee
report. 

"With the assistance of staff, and prior to the second general LNC
meeting following the completion of the bi-annual election cycle ending
in November of even numbered years, prepare and present a report"
