[Lnc-business] Budget Increase Motion - Branding

Had this budget increase been considered at an actual LNC meeting, I'm 
thinking the item would have received about 20 minutes of debate and 
discussion, with me personally being recognized to speak perhaps 3 times 
for a minute or two each.

I think that would have been a very efficient way to handle this. 
However, we did not realize how well we would be doing financially at 
the time of the last LNC meeting.

By considering this as an email ballot instead of at an LNC meeting, 
I've spent many hours working on the background information for this, 
answering questions, doing additional research and answering more 
questions.

LNC members have each had days to look over the proposals and think of 
questions. In summary, I think this budget increase has received ten 
times the scrutiny as an email ballot, and taken ten times the amount of 
staff time, as it would have taken as an item at an actual face-to-face 
or video-conference meeting.

I've also had to be very careful about giving precise and accurate 
responses since they are in writing, whereas, at an LNC meeting we are 
typically speaking off the cuff. The upside if that I've had to be very 
careful about what I'm proposing.

I don't know when or if the LNC will actually schedule an online 
meeting. The election is less than 2 months away.

I will make an extra effort in the future to propose future budget 
changes in time for LNC meetings to save all of us a lot of time.
