[Lnc-business] Thomas Simmons tv ad motion

After speaking with Dr. Phillies, I still believe that this motion, as
written, cannot be executed.  I will cosponsor if the amount is lowered to
$5000 and the condition added that the campaign raise enough (including
what has already been raised) to make the ad campaign happen, OR if a
viable vehicle for actually making this happen is given.  I also would
strongly prefer if the motion indicated from which line the money is to
come.
