[Lnc-business] Budget motion

I just saw both of these.  No, the intent is to secure some money for the
project, but not to make it a priority in the next few months.

I agree with my colleague from California.  I think I will instead move to
add money to those two lines. However, I don't think I agree that DC
relations, which includes building relations with staffers, fits under
media.  I think it fits better under Candidates since I am trying to
encourage that activity in support of appointments.
