[Lnc-business] Email Ballot 2016-15: Censure John Moore

I am sure that some are chomping at the bit to hurry up and vote on this so
that they will feel like they've made a statement.

However, I strongly recommend that we should not vote until Assemblyman
Moore has been offered the chance to send us a statement to defend his
actions.  If you were the target of a censure motion, wouldn't you want a
chance to defend yourself BEFORE people voted?
