[Lnc-business] draft alternate motion regarding Assemblyman Moore

And I have a point of order.  I do not understand how an email motion can
be considered on a motion to rescind contingently.  I understand Roberts
discourages email voting for reasons such as this but if we are allowed ten
days to vote - it should be ten days *after the motion is proper* and it is
not proper until after something is actually passed.
