[Lnc-business] draft alternate motion regarding Assemblyman Moore

While there is always great room for improvement, it was a good decision
with the information on hand at the time, and lacking a crystal ball,
alas.  This was a rare occasion when Chair Sarwark passed the gavel to
argue for.
