[Lnc-business] Draft Budget

Yet the number is publicly here.

I wasn't asking for specifics but a general answer;

New hires?
Raises and bonuses?
Increased regulation and taxes?

A very general publicly disclosable answer if possible.  Not anything
confidential (though I am of the school that this should not be
confidential - I accept for the time that it is)
