Dear LP Affiliate State Chairs,

Earlier this year I sent to the affiliate chairs the *partial* 2018
national convention delegate allocations based on the 2016 Presidential
vote totals.  In that message, I wrote regarding the other piece of the
delegate allocation formula, “The count of your sustaining members will be
updated as of 11/30/17, and then I will provide you with your full delegate
allocations.”

I made a mistake in that date.  The date is established by LP Bylaws
Article 10.4.a:

“'In order to be counted for delegate allocation, sustaining membership
applications must be sent to the National Headquarters by either the
individual member or the affiliate party and received or postmarked no
later than the last day of the seventh month prior to the Regular
Convention.”

Since the first business session of the 2018 convention will be on July 1,
2018, the “last day of the seventh month prior” deadline would be December
31, 2017, rather than November 30, 2017.  You actually have one month
longer than I previously indicated.

I know some affiliates run membership drives based on this deadline, so I
apologize if my previous misstatement of the date threw off any of your
plans.  Hopefully you checked the bylaws and calculated the correct date
for your membership drives.

Attached is the October 2017 membership report published by our staff.
Page 2 shows the sustaining membership numbers in each state affiliate.
The numbers you should pay attention to are the “BSM” figures, which is an
acronym for Bylaws Sustaining Membership.

Not only do these numbers impact delegate allocations at the 2018
convention, but they will also impact which states make appointments to the
2020 Platform Committee, per LP Bylaws Article 11.3.

Ten Platform Committee appointments are based solely on the affiliate
rankings of sustaining members, and five more are based on
sustaining-membership-per-capita rankings.  Attached are the population
figures from the 2010 census, which are the figures I use to calculate the
per-capita rankings.  Those positions are already set for the 2018
convention, but they can change for the 2020 convention.

Again, I apologize for sending the wrong date earlier, but you have an
extra month to impact your national sustaining membership numbers.  After
December 31, 2017, I will calculate the final delegate allocations and
publish those numbers in January, 2018.
