[Lnc-business] Committee applications

The applicant names themselves will be in our public minutes anyway, and I
don't see any particular issue with distributing the names of the
applicants in advance.  It's the personal information (phone, email, etc.)
that should be protected.

Tonight I will send a list of the states which get to appoint.  I have
calculated it and put it in my resource pile for this meeting.  I need to
write a wee bit o' commentary to go with it.
