Dear State Chairs,
There are two components to calculating the number of delegates each Libertarian Party affiliate is entitled to send to a national convention. One component is based on the number of sustaining members in that affiliate. The second component is established by LP Bylaws Article 10.3.b as follows:
"One delegate for each 0.35 percent, or fraction thereof, of the votes cast nationwide for the Libertarian Party candidate in the most recent presidential election, cast in that affiliate's state."
The Libertarian National Committee has the following policy:
"The Secretary shall distribute to each affiliate party the Presidential vote totals which the Secretary proposes to use for purposes of delegate allocation for National Conventions as provided for in the Bylaws, no later than the last day of April in the year following a Presidential election. If any Party member seeks a modification of the vote totals proposed by the Secretary, the member shall file with the Secretary a written request to modify the totals along with any documentation supporting the request no later than the last day of May of the same year. The Secretary shall review all such requests to modify the Presidential vote totals and distribute a final allocation of delegates based on Presidential vote totals no later than the last day of July of the same year."
The Federal Election Commission (FEC) has published the certified 2016 Presidential election results online at:

These are the numbers that I propose to use for purposes of calculating the above-described portion of delegate allocations.
The attached document shows the delegate allocation formula applied to those numbers published by the FEC, showing how many delegates your affiliate would earn based on that portion of our bylaws.
Just to be very clear, this is not your entire delegate allocation for the 2018 convention. This is only part of the formula. The count of your sustaining members will be updated as of 11/30/17, and then I will provide you with your full delegate allocations.
