Honestly Starchild,

As chair of the Affiliate Support Committee, I am much more aware of how quickly the list of who is in what "chair" changes.  It's a lot.  It's more than just with their conventions. People burn out and/or move.

It really probably puts the states more in control the way Ken is talking about.
