[Lnc-business] MOTION Re: Email Ballot 2017-14: Restructure COC

	As a practical matter, I appreciate the values that Erin Adams brings to the Convention Oversight Committee, and support her remaining on it. I also appreciate that this proposed language facilitates that outcome in a straightforward and I believe well-intentioned manner, without writing the new status quo into stone by increasing the number of LNC members who must be appointed to the committee. Therefore I won't oppose the motion as written.

	Nevertheless, this proposal would have an unfortunate side effect, namely reducing non-LNC representation on the committee as currently composed, and potentially going forward – where appointment of three non-LNC members is currently required, only two such appointments would be required if this passes. That change would be contrary to the direction we generally ought to be going – welcoming more non-LNC member participation on committees, not reducing it. 

	It occurs to me that we could avoid this negative effect while resolving the current situation by adopting slightly different language that would maintain three guaranteed non-LNC slots on the committee. This would require an additional non-LNC member be appointed to fill the existing non-LNC slot, and as formulated below, would also allow the appointment of additional non-LNC members to ensure that the overall composition of the committee is not tilted toward LNC members more than has been the case up till now. 

	With this in mind, I vote to abstain on the current motion, and move the following:

Motion: Amend the LNC Policy Manual section 1.03.1 to define the size of the Convention Oversight Committee as follows: "A minimum of seven members, with a minimum of four LNC Members or Alternates, plus a minimum of three non-LNC members who are recommended by the Convention Oversight Committee."

	I'm sorry I did not think of this before voting began on the current motion language, however that occurred fairly quickly over the past few days. It seems worth trying to get it right even if it means taking an additional subsequent vote, since that is not difficult to do, and therefore I ask members to consider this improvement and request co-sponsors.
