[Lnc-business] Proposed budget change

Staff has asked me to run this proposed budget change motion past the
LNC to determine if, for timing reasons, there is any objection to the
EC handling this in a quick meeting rather than taking at least a week
for an email ballot. There would be no overall budget expense increase,
the motion merely moves money from one budget line to another. We have
an excess in the Ballot Access budget for the remainder of the year.
With the election fast upon us the Candidate Support staff would like to
be able to implement this program as soon as possible.
Motion: Decrease the budget for line 70-Ballot Access VR & Related Exp
by $34,400 from $250,000 to $216,600 (a $34,400 decrease) and increase
the budget for line 60-Candidate, Campaign & Initiatives from $58,800 to
$92,200 (a $34,400 increase) to cover the cost of existing candidate
recruitment and campaigns advisor support staff, and to provide up to
$20,000 for candidate field support expenses.

"Dear LNC/EC:
Staff is requesting a budget change for candidate field support. We are
trying to clarify if this is something the EC has authority to change.
My reading of the Policy Manual is that the EC has the authority to move
expenses within the Program Expense area from 70-Ballot Access VR &
Related Exp to 60-Candidate, Campaign & Initiatives. "
1) Budget
The budget may be amended at any time by a majority vote of the LNC.31
However, THE
EXECUTIVE COMMITTEE IS AUTHORIZED TO AMEND EXPENSE ITEMS WITHIN ONE
BUDGET AREA, AS LONG AS
THE TOTAL EXPENSE FOR THAT BUDGET AREA IS NOT INCREASED.32
The Chair, with the consent of the Executive Committee, is authorized to
make the following
budget adjustments without LNC approval: 33
* Addition of lines for previously unbudgeted expenses, the total of
which shall not
exceed 1% of budgeted revenues
* An increase in a line for budgeted expense provided there is a
corresponding reduction
from the contingency fund.
The Chair, without the consent of the Executive Committee, is authorized
to expend up to
$1,000 in discretionary funds within any (rolling) three month period,
the total of which shall
not exceed $5,000 per term unless those expenditures are later ratified
by the LNC. 34
