[Lnc-business] Question on 2018 Delegate Allocations and Region Formation Pamphlet

I know that the Delegation Chair Manual is to be released later (and I do
not have a copy of the 2016 Delegate Allocations and Region Formation
Pamphlet) but there appear to be some differences that I was curious
about. In the 2016 Delegation Chair Manual, the attached form was included
re: region formations, but it is not included in this pamphlet. Is it
because it is just more relevant to the later manual?
Here are the questions I have about the actual "Libertarian Party Region
Formation Agreement" from the 2018 document (a copy of that page is also
attached);
1. Why does this form not say "sample" or "proposed"? It gives the
impression that this is a *required format*, and I don't see where we are
authorized to do that. The regional states may not know that they can
agree to different multiple different terms such as removal and replacement
as per our Bylaws (or at least that is my reading - I am open to correction
here). I think the way this is presented heavily influences regions to use
that specific agreement, and the second paragraph pretty specifically
states that this exact agreement has to be signed. *Where do we have that
authority?*
2. In the fourth paragraph there are specific rules for withdrawing and
joining regions after nominations have started "if the National Bylaws so
permit." But the National Bylaws don't get that specific so do they
"allow" or not - why not just say something more general? But what right
do we have to have such a requirement at all in this agreement?
3. Paragraph 3 gives some rules for elections, such as requiring a ballot
if it is a contested race, but Convention Rule 8 seems to give a lot more
flexibility than that (and allows for the possibility of this specific
agreement not being signed).
So as I am beginning talks with states to form a representative region I
would like these issues cleared up as the current Regional 1 states may
wish to draw up their own agreement (and so might others). Also I am
answering questions from members on this, so I would like some clarity as
soon as possible.
