[Lnc-business] change of Region 4 representation

The region which includes California has for many years (with the consent
of other states in the region) chosen its LNC regional representation based
on elections at the California affiliate's convention, rather than with a
vote of delegates at the national convention.

The new representation for Region 4, effective immediately and continuing
into the next LNC term, is:

Region Representative:  Jeff Hewitt
Region Alternate:  Kenneth Brent Olsen

I have added Mr. Olsen's Gmail address to the list of people permitted to
send to this list, but he will need staff to set up his @lp.org email inbox
which can receive emails from this list.  Contact him at the email address
cc'd on this message to find out his preferences for naming the email
account.  Once that is set, we'll need to add the @lp.org address to the
recipient list here.
