[Lnc-business] requesting co-sponsors for policy clarification

During the April LNC meeting, some Awards Committee members indicated a
desire to change award definitions to accommodate local candidates, not
just state and federal candidates.  I had proposed that we simply remove
the "at the state or federal level" language from the existing award.  The
LNC instead opted to add a new Benjamin Franklin award which is solely for
local candidates.

When this new category, we should have also made another change to the
following paragraph in Section 2.02.5 regarding the vote needed to select
an award recipient:

"With a majority vote the committee may select recipients of the Thomas
Jefferson, Samuel Adams, Thomas Paine, and Patrick Henry awards.  While the
committee has discretion as to the frequency of such convention awards, it
is hoped that at least one recipient will be found worthy for each award at
each regular convention. "

This language does not include the newly-created Benjamin Franklin award.

While RONR provides a default requirement of a majority vote when the
organization's rules don't say otherwise, adding the new award to this
section also makes it clear that the Awards Committee is the entity which
chooses the award recipient.  That's an important detail to have clarified.

I am now requesting co-sponsors to amend Policy Manual Section 2.02.5 (in
part) as follows:

"With a majority vote the committee may select recipients of the Thomas
Jefferson, Samuel Adams, *Benjamin Franklin, *Thomas Paine, and Patrick
Henry awards.  While the committee has discretion as to the frequency of
such convention awards, it is hoped that at least one recipient will be
found worthy for each award at each regular convention. "

Dr. Lark is awarded a brownie point for alerting me to this need for
clarification of the policy.
